OSCC is utilised for documentation, examination and management of evidence which includes the collection, labelling and sealing
of specimens. We implement a holistic approach to ensure a seamless continuity of care from crisis period to rehabilitative phase.

The survivors or victims are seen in a holistic approach at the same time preserving its confidentiality. Care and treatments are given from the acute phase until rehabilitation phase involving follow up by the respective disciplines and also rehabilitation and psychological treatment and support.

The idea for a One Stop Crisis Centre in Emergency Departments was first developed in 1993 following a study that showed that victims of sexual crime were not managed in a survivor focused manner. The aim was to have an integrated & comprehensive multi-agency service centre in managing survivors of sexual crime.

Levels of Crisis Intervention

All OSCC survivors shall be at three levels of crisis intervention.

Level 1: Initial Management

Where the survivor first interacts with OSCC followed by treatments and police report.

Level 2: Follow Up

Continuous treatment will be given to survivors by the Obstetrics & Gynaecology, Paediatric, Medical Social Worker, or Psychiatry in accordance to their wellbeing.

Level 3: Rehabilitation

This level will involve the survivor's social issues, court activities and further treatments.

Components of OSCC Services

Rape and Sexual Assault

  • To provide a guide in the management of alleged rape and sexual assault cases.

  • To define the roles of the different departments and agencies involved in the management of survivors.

  • To ensure that survivors are treated with respect and all clinical findings and evidence is managed as per guideline.

Child Abuse and Neglect

  • To define hospitals’ responsibilities regarding management of SCAN cases.

  • To provide a guide to the development of hospital protocols & procedures.

  • To define organisational structure and role of SCAN teams and members, at various levels of hospital care.

Sodomy

  • This section focuses on the steps involved in dealing with sodomy cases.

Domestic Violence

  • This section focuses on the steps involved in dealing with domestic violence cases.

Multidisciplinary Team

Emergency and Trauma Department

Responsible to the initial management of OSCC cases namely; triage, history taking, general physical examination, clinical stabilisation, treatment of injuries, and evidence collection.

Obstetrics and Gynaecology Department

Primary team for the management of alleged rape and female child sexual assault survivors which includes history taking, clinical examination, sample evidence collection, treatment and medico legal documentation.

Paediatric Department

Evaluate the impact of the child abuse and neglect, determine child’s safety with other Suspected Child Abuse and Neglect (SCAN) team members and assist with reports required for the child’s protection to prevent further abuse or neglect and coordinate child and family rehabilitation after discharge.

Surgical Department

Responsible for the management of sodomy survivors and in the assessment of alleged sodomy perpetrators.

Forensic Department

Responsible for fresh/acute cases that require evidence management consultation.

Psychiatric Department

Provides psychological support to OSCC survivors or family members.

Medical Social Services & Counselling Unit

Provides psychological and social support OSCC survivors or family members.

Social Welfare Department

Responsible for the general social welfare of the survivor and to act as a Child Protector in a suspected child abuse and neglect patient.

Royal Malaysian Police

Responsible in protecting the survivor from harassment by the alleged perpetrator, and procure an interim protection order on request from the welfare officer.

Relevant Non-Governmental Organizations (NGOs)

Provides assistance in the management of survivors by providing counselling and shelter placement.
